Dick Tracy cannot be found in Disney parks anymore. He used to have a show at MGM Studios called 'Dick Tracy Starring in Diamond Double Cross'. Another attraction called 'Dick Tracy's Crime-Stoppers' was going to take place in Disney's Hollywood Studios but due to the lackluster box office of the 1990 Dick Tracy film, it never came to be.
